Job Brief
We are seeking a highly experienced Senior HSE Manager / Head of HSE to lead and own the complete HSE governance framework for large-scale Oil & Gas EPC projects in Qatar.
This is a strategic leadership role, not a site-only execution position.
The selected candidate will have end-to-end responsibility for HSE management across major EPC scopes and multiple project teams. You will act as the company’s senior HSE authority, directly interfacing with executive management and major oil & gas clients.
We are specifically looking for a senior professional who has already worked as Senior HSE Manager / Head of HSE within Oil & Gas EPC contractors or operators, managing 500+ manpower projects and overseeing corporate HSE governance, process safety, and major hazards.
Key Responsibilities
- Provide strategic leadership and full ownership of HSE governance across major oil & gas EPC projects
- Act as the company’s senior HSE representative with clients such as QatarEnergy, ADNOC, Aramco, Shell, Total, Dolphin, etc.
- Lead HSE management across multiple projects or large EPC scopes (500+ manpower)
- Develop, implement, and continuously improve corporate HSE policies, procedures, and systems
- Oversee process safety, major hazard management, SIMOPS, and high-risk hydrocarbon activities
- Drive HSE performance through KPIs, dashboards, and executive reporting
- Lead budgeting, resource planning, and HSE cost control at corporate/project level
- Guide and mentor project HSE Managers and large site teams
- Ensure full compliance with client standards and regulatory requirements
- Lead serious incident investigations and provide strategic corrective actions
- Interface directly with senior client leadership during audits, reviews, and HSE governance meetings
Qualifications & Experience
- Bachelor’s Degree in Engineering (mandatory)
- NEBOSH IGC / Diploma or equivalent professional HSE certification (mandatory)
- Minimum 18-20+ years of Oil & Gas HSE experience
- Proven experience as Senior HSE Manager / Head of HSE within Oil & Gas EPC contractors or operators
- Demonstrated authority over HSE governance across multiple projects or large EPC scopes
- Strong background in upstream / midstream oil & gas (not mixed infrastructure-focused profiles)
- Extensive experience in process safety and major hazard environments
- Strong exposure to corporate HSE governance, KPI reporting, budgeting, and executive-level decision making
- Direct experience working with major oil & gas clients such as QatarEnergy, ADNOC, Aramco, Shell, Total, Dolphin, etc.
- Experience leading HSE for projects with 500+ workforce
